One does not want to say this with much justification, to give the impression that we are proposing free market economics, or that we might permit the exploitation and starvation of those people who would like work, for any given point. As I have put it long before, the economic system and social structure [of a high and prosperous economy] now serve as complementary entities, in both positive and negative ways, providing equilibrium within the structure of poverty.
